Getting a PR4 and above is not easy. The problem is that getting high PR is difficult and sometimes the PR just drop instantly. It’s better to have multiple ways of traffic.

I think the PR is a factor in getting traffic but another point is the number of pages you have indexed in Google will also bring you traffic times the amount of pages.

Yes ! No doubt, that is best option for getting link popularity for your blogs or sites. but for traffic, there are social sites and from them you can get better traffic.
